Актуальность работы связана с необходимостью перехода от общих схем декарбонизации к дифференцированным климатическим стратегиям, поскольку страны-эмитенты парниковых газов (ПГ) различаются по энергобалансу, индустриализации, демографии, углеродоемкости экономики, экспорту топливно-энергетических ресурсов. Одинаковые цели по снижению выбросов могут требовать разных технологических, инвестиционных и регуляторных решений, поэтому унификация неэффективна. В литературе преимущественно анализируются углеродоемкость, сценарии низкоуглеродного развития, отдельные энергетические индикаторы. Фрагментарность известных подходов препятствует созданию типологизации эмитентов по совокупности экономико-демографических, энергетических и климатических признаков. Представленная научная работа восполняет этот пробел.</p><p>Цель исследования — формирование и интерпретация типологии ключевых страны-эмитентов ПГ на основе комплексного анализа экономико-демографических, энергетических и климатических показателей. По этой типологии определяются условия декарбонизации и переходные климатические риски в рамках кластеров.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Исследование основано на статистической базе по более чем 40 странам-эмитентам ПГ. Для обеспечения сопоставимости выполнены предобработка данных, нормализация признаков методом z-преобразования, кластеризация иерархическим методом Уорда и комбинированным подходом t-SNE1 + k-means2. Оптимальное число кластеров определено по методу локтя и коэффициенту силуэта, а качество кластеризации — по индексу Дэвиса-Болдина.</p></sec><sec><title>Результаты исследования</title><p>Результаты исследования. Определены существенные межстрановые различия по удельным выбросам парниковых газов на душу населения, углеродоемкости ВВП по ППС3, структуре установленной мощности генерации, удельным выбросам на единицу произведенной электроэнергии. По итогам иерархической кластеризации и t-SNE + k-means выделены четыре группы государств:</p><p>− два крупнейших эмитента с масштабной и диверсифицированной энергетикой;</p><p>− четыре экспортера топливно-энергетических ресурсов;</p><p>− восемь углеродоемких индустриальных и развивающихся стран;</p><p>− 31 относительно энергоэффективная и низкоуглеродная экономика.</p></sec><sec><title>Обсуждение</title><p>Обсуждение. Анализ кластеров позволяет утверждать, что абсолютный объем выбросов ПГ не является достаточным основанием для выбора климатической стратегии. Страны с близкой углеродной нагрузкой могут существенно различаться по масштабу экономики, доле угольной генерации, экспортной ориентации энергетического комплекса, уровню индустриализации, энергоэффективности и структуре конечного энергопотребления. Для каждого сформированного кластера требуются разные приоритеты и направления адаптации стратегий декарбонизации, а именно: сокращение угольной генерации и модернизация сетей для крупнейших эмитентов; снижение выбросов в добыче и переработке; CCUS4 и диверсификация экспорта для ресурсных экономик; повышение промышленной энергоэффективности и модернизация генерации для индустриальных стран; устранение остаточных выбросов и учет импортированного углеродного следа для низкоуглеродных экономик. Ограничения исследования связаны с различиями национальной статистической отчетности, неполнотой некоторых показателей и чувствительностью кластеризации к выбору переменных.</p></sec><sec><title>Заключение</title><p>Заключение. Предложенный кластерный подход позволяет перейти от ранжирования стран по объему выбросов к выделению групп со схожим профилем экономико-демографических, энергетических и климатических показателей. Результаты кластеризации можно применить в дальнейшем анализе ключевых стран-эмитентов для выявления наиболее подходящих технологий и законодательных мер снижения выбросов парниковых газов. Кроме того, итоги работы подходят для оценки эффективности реализации и адаптации климатических стратегий декарбонизации.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The relevance of this work stems from the need to move away from general decarbonization plans and towards differentiated climate strategies, since countries that emit greenhouse gases (GHGs) differ in terms of their energy balance, level of industrialization, population size, carbon intensity of their economy, and the export of fuel and energy resources. The same emission reduction goals may require different technological, investment, and regulatory solutions. Unification approaches are not effective in this context. The literature mainly focuses on analyzing carbon intensity, low-carbon development scenarios, and individual energy indicators. The fragmentary nature of the known approaches prevents the creation of a typology of GHG-emitting countries based on a combination of economic, demographic, energy, and climatic characteristics. The presented scientific work fills this gap. The aim of this study was to form and interpret the typology of key GHG-emitting countries based on a comprehensive analysis of economic, demographic, energy, and climatic indicators. According to this typology, decarbonization conditions and transitional climate risks within clusters were identified.</p></sec><sec><title>Materials and Methods</title><p>Materials and Methods. The research was based on a statistical database for more than 40 GHG-emitting countries. To ensure comparability, data preprocessing, z-score normalization of features, clustering by Ward’s hierarchical method, and the combined t-SNE1 + k-means2 approach were used. The optimal number of clusters was determined using the elbow method and the silhouette coefficient, and the clustering quality was determined by the Davies–Bouldin index.</p></sec><sec><title>Results</title><p>Results. Significant cross-country differences in specific greenhouse gas emissions per capita, the carbon intensity of GDP at PPP3, the structure of generation capacity, and specific emissions per unit of electricity produced have been identified. Based on the results of hierarchical clustering and t-SNE + k-means, four groups of states were identified:</p><p>- two largest emitters with large-scale and diversified energy production;</p><p>- four exporters of fuel and energy resources;</p><p>- eight carbon-intensive industrial and developing countries;</p><p>- 31 relatively energy-efficient and low-carbon economies.</p></sec><sec><title>Discussion</title><p>Discussion. Cluster analysis suggested that the absolute amount of GHGs emissions was not the only factor to consider when choosing a climate strategy. Countries with similar carbon footprints could differ significantly in terms of economic scale, the proportion of coal generation, export orientation of the energy complex, industrialization level, energy efficiency, and final energy consumption structure. Each formed cluster required different priorities and approaches for adapting decarbonization strategies, namely: reduction of coal generation and modernization of networks for the largest emitters; reduction of emissions in mining and processing; CCUS4 and export diversification for resource economies; improvement of industrial energy efficiency and modernization of generation for industrial countries; elimination of residual emissions and accounting for imported carbon footprint for low-carbon economies. The limitations of the study were related to differences in national statistical reporting, incompleteness of some indicators, and sensitivity of clustering to the choice of variables.</p></sec><sec><title>Conclusion</title><p>Conclusion. The proposed cluster approach makes it possible to move from ranking countries based on emissions to identifying groups with similar profiles of economic, demographic, energy, and climate indicators. The results of clustering can be used in further analysis of key emitting countries to identify the most suitable technologies and legislative measures for reducing greenhouse gas emissions.
